Summary: an attempt at a safe place to convene while under threat of violence

Her call for a ceasefire hadn't been met with any response from the opposition-- something that Cuddy hadn't really been surprised about, but that had disappointed her nonetheless. For now, however, she was turning her attention to keeping the people of Discedo safe.
She'd been telling people to come to the hospital-- to find protection, and to fight for those who couldn't defend themselves. If a few hours before nine rolled around and she'd still seen no indication that their attackers were willing to negotiate, then she'd call for a mass exodus to the hospital, where at least everyone could defend themselves together and strength in numbers could be of some use. She doubted that the entire city-- or even the majority-- would show up, but the more that did, the better.
Throughout the afternoon and into the evening, Cuddy had been keeping herself busy: checking on patients, pushing paperwork, and-- of course-- keeping her eyes glued to her communicator at all times. The fact that they were being monitored unsettled her, but now that there was violence, she couldn't in good conscience stay out of the loop.
She was a doctor, and it was her job to help people-- no matter what.
