Where: Second floor of the Marshall Street Apartments

Summary: Zuko needs a room of his own, and Lilo needs to not live two floors down from her sister. A plan comes to gether . . .
the log:
Lilo stood with her nose on the windowsill, watching people and sniffer dogs move to and fro among the streets with a watchful eye. No one escaped the watchful eye of the Second Floor Surveyor - not the scrawniest monster dog, nor the sneakiest evil ninja.
So it should have come as less of a surprise to her when someone knocked on her door - but then, nobody said the Second Floor Surveyor was posessed of ultimate hearing as well as ultimate eyesight. That hadn't been on Lilo's list anyway.
